In i86g a change in educational matters wasinstituted when provisions were made for estab-lishing elementary schools, for boys and girls,in every commune, a higher grade of schools inevery town, industrial and normal schools, anda university. Elementary instruction is nomi-nally obligatory for boys from 6 to II years ofage. and for girls from 6 to 10 years. The sub-jects included in elementary instruction are theTurkish language, the Koran, history, geog-raphy, arithmetic, and hand-work of variouskinds.
