Dinah Lilia Mansour Mourise (born October 18, 1978) is a Canadian entrepreneur, philanthropist, politician, and a former surgeon, born in Montreal, Canada. She is the founder and vice president of OEIS Investigations, Security, and Protection in Niagara Falls, Ontario. She is also the owner of the Lilia Foundation, a non-profit organization. She serves as the board chairwoman at an international trading and investment agency.

Early life and education

Mourise is Catholic and a descendent of Nazli Sabry, Queen of Egypt, who married King Fuad I in 1919 and had five children. Nazli Sabri moved to the United States and converted to Catholicism when her son was declared king after the death of her husband.

Her father was an international trader due to which Mourise has traveled to and lived in Dubai, Egypt, England, Israel, and Lebanon. She is a resident of Niagara Falls since 1995.She completed her Bachelor’s in Biology Literature from the American University in Cairo. She went to the University of Medicine in Cairo and completed a 6-year-long post-graduate training in 2008. She acquired a master’s degree in political and forensic sciences from Hertfordshire University in England in 2013.


Mourise is the founder and vice president of OEIS. She founded a non-profit organization, Lilia Foundation, and she is also a former surgeon. She is the board chairwoman at an international trading and investment agency in Niagara Falls.


Mourise founded OEIS, a registered Investigation, and Protection firm, in 2001 in Niagara Falls, Ontario. The team of OEIS comprises of police officers, ex-military soldiers, human trafficking experts, anti-drug prevention officers, anti-terrorism professionals. The security firm provides uniformed special agents, private protection, mobile patrol, and commercial and private event security. It deals with corporate-level crimes, fraud, and internal theft. The primary focus of the company is to offer private security to celebrities, rich and influential people. It also provides training courses in the private investigation field, first-aid, hand-cuffs, and baton training. Currently, she is the vice president of the company.


Mourise founded Lilia Foundation, a non-profit organization, with its focus on child trafficking. The foundation helps children escape human trafficking and provide them with proper medical care. It operates across Canada, the United States of America, North Africa, India, the Philippines, and the Dominican Republic.


In 2018, Mourise registered for October 22 municipal elections against Kip Finn, Jim Diodati, and Kim Craitor. She lost the elections and earned 4.38% of the total votes.

Medicinal practice

Mourise worked at Port Said, Egypt, under the assistance of Dr. Abdel Hakim Abdel Hamid and Professor Mohamed Refai. She also served as the Chair of Clinical Medicine at the Port Said Military Hospital, Cairo, till 2011.

Personal life

In 2006, Mourise got married to the son of the President of the Supreme Constitutional Court of Egypt, who in 2013 also served as an acting president of Egypt.
