Description: This is an image of House (Joint) Resolution No. 80, adopted by the United States House of Representatives on February 28, 1861, and by the United States Senate on March 2, 1861. Written by a committee chaired by Rep. Thomas Corwin of Ohio, the resolution sent to the states for ratification a proposed amendment to the U.S. Constitution that would have barred any federal interference with slavery in states that permitted it.
