It gives no particulars about when and where this particular photograph was taken. However, looking at the book Historic Photos of General George Patton by Russ Rodgers, Turner Publishing Company, 2007, page 139, credit page 203, this clearly a side angle of the front view photograph presented there and credited to the Patton Museum, collection identifier P 8-18. From the caption in the book: "Patton delivers an address, quite possibly his famous speech, to men of the 2nd Infantry Division, at Armagh, Northern Ireland, April 1, 1944." In the right foreground of this photograph is Major General Walter M. Robertson, and in the right background is Brigadier General Hobart Gay.
