Francisco Novella Azabal Pérez y Sicardo (born in 1769, died in 1822) was a Spanish general. He served as a temporary leader, called a viceroy, in New Spain (which is now Mexico). He was in charge for a short time from July 5, 1821, to July 21, 1821, during the Mexican War of Independence.

About Francisco Novella

Before Novella, another viceroy named Félix María Calleja del Rey, 1st Count of Calderón had built a fort in Mexico City. It was called La Ciudadela. The next viceroy, Juan Ruiz de Apodaca, used it to store weapons and supplies. However, these supplies were slowly being stolen.

Viceroy Ruiz de Apodaca ordered General Francisco Novella to take control of La Ciudadela. Novella's job was to stop the stealing. Novella felt this task was not important enough for him. He got support from the Audiencia, which was a high court in Mexico. This disagreement made Novella an enemy of Viceroy Ruiz de Apodaca.

Becoming a Temporary Leader

During the Mexican War of Independence, a peace plan called the Plan de Iguala was created. This plan brought together many groups, including some Spanish soldiers and Mexican rebels. After this, some of the remaining Spanish soldiers, led by General Buceli, decided that Viceroy Ruiz de Apodaca was not doing a good job.

So, on July 5, 1821, they removed him from his position. General Francisco Novella was then made the temporary viceroy. He was meant to lead until the new official viceroy, Juan O'Donojú, arrived.

Novella was viceroy for only a little over two weeks. His appointment was not official because it did not come from Spain. Because of this, his name appears on some lists of viceroys of New Spain, but not on all of them.
