Description: "16 members of the 190th Air Refueling Wing, Kansas Air National Guard, present Kansas Governor Bill Graves a plaque on March 23, 2000 for his support of the unit's 1999 missions. The Topeka, Kansas based KC-135 unit deployed twice to Incirlik Air Base, Turkey in support of Operation Northern Watch and also served the first few weeks of Operation Allied Force. Governor Graves (center) accepted the plaque from 190th ARW Commander, Colonel Rufus L. Forrest, Jr. (standing left of Gov Graves) during a ceremony at the Kansas statehouse. The metal and wooden plaque was designed and built by Turkish artisans and highlighted by 190th ARW member Staff Sergeant Gary Filkens, unit artist and member of their Security Forces Squadron."
