Description: Traffic evacuating from the Tampa Bay area along Interstate 4 near Lakeland, Florida on October 7 ahead of the forecast arrival of Hurricane Milton late on October 9. Emergency shoulder use was implemented from Mile Marker 3-63 of I-4 beginning that afternoon, allowing vehicles to drive along the left shoulder of the highway at a reduced speed. Photographed from the Clark Road overpass on the west side of Lakeland.
