Permission: This photo was publicity portrait produced prior to 1964 and has no copyright markings nor any photographer's marks. The image can be dated in this way: Capitol Records was newly-formed in 1942, with Weston being one of the original people who were "on board" at the time. Weston moved from Capitol to Columbia Records in 1950, but went back to Capitol in 1961. A look at Johnny Mercer's website (who was one of the founders of the label), shows a copy of this image as well as similarly-done publicity shots for Capitol recording artists who were signed to the Capitol Records label in the 1940s. To further assert that this photo is free of copyright, a search for original registrations was done in artwork for the years 1942-1950. 1942 being the year Weston joined the newly-formed label and 1950 being when he left Capitol for Columbia Records. The only listing which pertained to Capitol Records are for two items of artwork registered in 1950 which were apparently record covers for children's music: a painting of a carousel and a drawing of Teena, the laughing hyena. There's no evidence of original copyright on the photo. It also appeared in at least one advertisement published without the required copyright notice -- see File:Paul Weston Billboard.jpg.
