The Secretary of the Navy set the legal limit for flogging at twelve lashes, although Court Martial's could award more .The data for the reports was taken from the John Adams log book and record kept by the Master at Arms. These punishments were approved 30 June 1846, by order of the John Adams commanding officer Captain William. J. McCluney.
