Alto Lucero is a city and a special kind of area called a municipality in the Mexican state of Veracruz. Its full name is Alto Lucero de Gutiérrez Barrios.
It is located at 19°37′N 96°44′W / 19.617°N 96.733°W, about 35 kilometers (22 miles) from Xalapa. Xalapa is the capital city of Veracruz. Mexico's only nuclear power plant, called Laguna Verde, is also found in this municipality. It was built in the 1970s near a town called Punta Limón.
Famous singer Paquita la del Barrio was born and grew up here. She was born in 1947.
