Barbara Kyser-Collier is an important leader and businesswoman from the Quapaw Nation. She was born in Oklahoma and is a member of the Beaver Clan. Throughout her career, she has worked for the Quapaw Nation government and other local tribes like the Wyandotte.

Early Career and Flag Design

Barbara Kyser-Collier began her work at the Seneca Indian School in 1968. In 1974, she started working for the Quapaw Nation. She was one of the very first people to be employed by the Quapaw Nation government.

She started as a secretary and bookkeeper. Over time, she moved up to become a comptroller, which means she managed the tribe's money. Eventually, she became the tribal administrator, helping to run the entire government. Barbara also helped create the Quapaw tribal flag. She even drew the first design for the flag on a piece of cardboard!

Role in Tribal Gaming

Barbara Kyser-Collier has played a big part in developing gaming casinos for the Quapaw Nation. These casinos help create jobs and bring money to the tribe. In 2016, she was recognized as the "Regulator of the Year" for Indian Gaming.

She also served as the secretary for a group called the National Tribal Gaming Commissioners/Regulators. This group helps make sure tribal gaming is fair and well-managed. She was also the first chairperson for the Oklahoma Tribal Gaming Regulators Association.

Cultural Leadership

Today, Barbara Kyser-Collier is the Chair of the Quapaw Cultural Committee. This committee works to preserve and share the Quapaw culture and traditions. She is also part of the Ogahpah Wisdom Keepers, a group that helps guide the tribe with their knowledge.

Through these roles, she is involved in many tribal events. For example, she helped with the 200th anniversary of the Quapaw Treaty of 1824, which was celebrated in 2024. This treaty was a very important agreement for the Quapaw people.
