Choguel Kokalla Maïga (born in 1958) is a politician from Mali. He served as the 18th Prime Minister of Mali from 2021 until November 2024. During his career, he also held important roles as a government minister. He was the Minister of Industry and Trade from 2002 to 2007. Later, he became the Minister of the Digital Economy, Information and Communication from 2015 to 2016.
In June 2021, he was chosen to be the interim Prime Minister by Assimi Goïta, who was the President of Transition at the time.

Early Life and Career
Choguel Kokalla Maïga was born in Tabango, a place in the Gao Region of what was then called French Sudan. He trained as a telecommunications engineer. This means he learned how to design and build systems for sending information over long distances, like phones and the internet.
Political Beginnings
Maïga was once a member of the National Youth Union of Mali. In February 1997, he became the leader of the Patriotic Movement for Renewal, which is a political party in Mali.
In the 2002 presidential election, he ran for president. He received a small percentage of the votes in the first round. After that, he decided to support another candidate, Amadou Toumani Touré. In the parliamentary election that same year, he worked with other political parties.
Government Roles
Maïga served as the Minister of Industry and Commerce. He held this position from October 2002 to April 2004 under Prime Minister Ahmed Mohamed ag Hamani. He continued in this role under Prime Minister Ousmane Issoufi Maïga from May 2004 to September 2007.
In December 2005, Maïga represented Mali at important trade talks in Hong Kong. These talks were about global trade rules. He spoke about how subsidies (financial help) given to farmers in richer countries affected Mali's economy, especially its cotton and food industries.
In the 2007 presidential election, Maïga again supported Amadou Toumani Touré. After Touré was re-elected, Maïga was appointed as the Director of the Telecommunications Regulatory Commission in January 2008. This organization helps manage telecommunications in Mali. He stayed in that job until January 2015.
In January 2015, he was appointed Minister of the Digital Economy, Information and Communication. He left this government role in July 2016.
Prime Minister of Mali
In May 2021, after a change in government, Colonel Assimi Goïta announced that the role of Prime Minister would go to the M5 political group. The next day, it was reported that Goïta planned to appoint Choguel Maïga to this important position.
International Relations
In September 2021, Choguel Maïga spoke at the United Nations General Assembly. He stated that France had left Mali by deciding to remove its Barkhane military force. He also mentioned that he was not warned about this decision by France or the UN.
Health and Return to Duty
In August 2022, Maïga experienced a stroke and was admitted to a clinic in Bamako. A stroke is a serious medical condition that affects the brain. He was temporarily replaced by Colonel Abdoulaye Maïga on August 21, 2022, while he recovered.
By November 2022, Maïga announced that he had recovered and was ready to return to his duties. On December 5, 2022, he officially resumed his role as Prime Minister.
End of Term
In November 2024, Maïga asked President Goïta to discuss the end of the "transition" period in Mali. On November 20, 2024, President Goïta removed Maïga from his position as Prime Minister.
In January 2025, government auditors made accusations against Maïga. They claimed there were "undue expenses on staff" between 2020 and 2023. Maïga has denied these accusations.
International Sanctions
In February 2022, the European Union Council placed special restrictions, called personal sanctions, on several Malian officials. Prime Minister Maïga was among them. These sanctions were put in place because the EU believed these officials were making it difficult for Mali to move towards a democratic government with elections. The EU stated that Prime Minister Maïga had not followed an agreement to hold presidential elections, which meant the temporary government stayed in power longer than planned.
