They reported to the Minister for Railways, who was a government official in charge of transport. The first Commissioner was Thomas Joseph Hartigan, who held the job until 1948.

A Brief History of NSW Railways
Before the Department of Railways New South Wales was created, the railways were run by an older group called the New South Wales Government Railways. In 1932, a new law changed how things worked, and the Department of Railways New South Wales was formed.
Then, in 1972, the Department of Railways New South Wales was replaced by an even newer organisation. This new group was called the Public Transport Commission. It was created to manage all public transport, not just trains.
The Railwayman Magazine
The Department of Railways also published its own magazine called The Railwayman. This magazine was made for the people who worked for the railway. It was published every month from September 1958 until October 1972.
