Sir Hugh Dow, Sir Frederick Seaford, East African Royal Commission. 1st Visit to Africa Spring. 1953

The East Africa Royal Commission was a special group set up by the British government. Its main job was to look at how to help the British colonies in British East Africa grow and develop their economies.

This Commission was officially started by a special document called a Royal Warrant on January 1, 1953. A Royal Warrant is like an official order from the King or Queen.

The group included several important people. These were Hugh Dow, Sally Herbert Frankel, Arthur Gaitskell, Rowland Skeffington Hudson, Daniel Jack, and Chief Kidaha Makwa.

What was the East Africa Royal Commission?

The East Africa Royal Commission was a team of experts. They were asked to study how people lived and worked in parts of East Africa that were under British rule. Their goal was to find ways to make life better and help these areas become stronger economically.

Why was the Commission created?

The British government wanted to understand the challenges and opportunities in its East African colonies. They hoped to find new ways to improve farming, create jobs, and manage growing towns. This was all part of a bigger plan to help these regions develop.

What were their main goals?

The Commission focused on six key areas. These were like big questions they needed to answer:

  • How could farming methods be improved to help the economy grow?
  • How could traditional ways of owning and using land be updated?
  • How could more land be made ready for farming and for people to live on?
  • Where were the best places to build new factories and industries?
  • What were the working conditions like in factories, shops, mines, and large farms? They also looked at how these conditions affected the growing number of people moving to cities.
  • What social problems came with more people moving to cities and with new industries starting up?

The Commission's Report

After their work, the Commission wrote a detailed report. This report shared all their findings and suggestions. It was published in 1955. You can read the full report online: East Africa Royal Commission Report 1953-5.
