Emiliano González Navero was born in Caraguatay, Paraguay. He was one of the people who survived the terrible War of the Triple Alliance. He went to elementary school in his hometown. Later, he attended high school at the Colegio Nacional de la Capital.
He studied law at the Universidad Nacional de la Capital and became a lawyer in 1887. He also worked as a judge. He was married to Adela Lima, who passed away in 1928. Emiliano González Navero died in the United States on October 18, 1934, far from his home country.
His Time as President and Vice President
Emiliano González Navero held the highest offices in Paraguay many times. He was elected as Vice President of Paraguay twice. First, he served under President Benigno Ferreira from 1906 to 1908. Later, he was Vice President for José Patricio Guggiari from 1928 to 1932.
He also became President of Paraguay three times, usually during difficult periods.
- First time (1908-1910): When President Ferreira was removed from office in July 1908, González Navero stepped in as temporary president. He led the country until November 25, 1910, when he handed power to Manuel Gondra.
- Second time (1912): Less than two months after Gondra became president, he resigned. This led to a time of political confusion in the country. González Navero took over as temporary president again on March 25, 1912. He helped bring peace to the country after two years of civil war. On August 15, 1912, he passed the presidency to Eduardo Schaerer. This date then became the usual start date for future presidents.
- Third time (1931-1932): While serving as Vice President under José Patricio Guggiari, he became acting president again. This happened from October 26, 1931, to January 28, 1932. President Guggiari had temporarily stepped down due to challenging events that occurred in October 1931.
During his time as president, his government included important politicians. For example, Eduardo Schaerer was in charge of Internal Affairs, and Manuel Gondra was in charge of War and Navy.
What He Achieved for Paraguay
During Emiliano González Navero's time in office, many good things happened for Paraguay:
- Education: The Naval School of Mechanics was created. This school helped train people for the navy. Also, elementary school became free and required for all children. Many young artists received scholarships to help them study.
- Infrastructure: Railway lines were developed in the city of Concepción. New local governments (municipalities) were created in many cities across the country. Some streets in the capital city were paved.
- Culture and Arts: The Museo de Bellas Artes (Fine Arts Museum) was opened by Juan Silvano Godoi. The government strongly supported literature and arts. They helped create an Art School. Famous musicians like Agustin Barrios also received support.
- Other Changes: A new bank called Banco Hipotecario was founded. This bank helped people get loans for housing. Also, for the first time, cities like Villarrica, Pilar, Encarnación, and Concepción chose their own mayors.
His Political Journey
Emiliano González Navero was a strong supporter of the "radical" side of the Liberal Party. He worked in the judicial branch and became the President of the Supreme Court of Justice in 1890.
In 1895, he joined the unified Congress. In 1904, he became the Minister of Finance under President Juan Bautista Gaona. He continued in this role during the government of Cecilio Báez. He later resigned to support Benigno Ferreira in his path to the presidency.
He also served as the President of the Senate of Paraguay several times, including from 1906 to 1908, and again from 1928 to 1931.
