Early Life and Education
Frank Dolphin was born in Birr, County Offaly, Ireland. He went to Presentation College in Birr. Later, he studied at University College Dublin. There, he earned a PhD in Psychology.
His early research was about how people speak. The British Psychological Society gave him the Young Psychologist of the Year award. This was for his excellent research after college.
He taught Psychology and Consumer Behaviour at Trinity College Dublin. At the same time, he worked on his PhD at Temple Street. After finishing his PhD, he moved to Waterford. He started the Psychology department at the Waterford Institute of Technology. He also helped bring counselling and medical services to the college.
Today, Frank Dolphin is on the board of Governors for the Waterford Institute of Technology (WIT).
Starting RigneyDolphin Ltd.
In 1990, Frank Dolphin left the WIT. He decided to start his own company, RigneyDolphin Ltd.. He is still the chairman of this company.
At first, the company helped with hiring staff and giving business advice. Over time, they started focusing on business support services. They now help companies in Ireland and around the world. By 2010, RigneyDolphin had 1,200 employees. They had offices in Dublin, Dundalk, Derry, and Waterford.
Work in Health Services
Frank Dolphin has played an important role in Ireland's health services. In 2009, he became the chairman of Temple Street Children's University Hospital. This hospital cares for children.
In 2010, the Minister for Health and Children, Mary Harney, chose him for a big job. Frank Dolphin became the Chairman of the Health Service Executive (HSE). The HSE runs all public health services in Ireland. He held this important role until December 2011.
In 2012, Frank Dolphin led a group to review plans for a new children's hospital in Dublin. The first plan for the hospital was not approved. His group's report, called the "Dolphin Report," helped decide where the hospital would be built. The government later chose St. James's Hospital as the site. A budget of €500 million was set aside for the project.
Involvement with the Chamber of Commerce
Frank Dolphin was also the President of the Waterford Chamber of Commerce. This was from 2005 to 2006. The Chamber of Commerce helps local businesses grow.
While he was President, he gave a presentation at a big international meeting. This was the World Chambers Federation's 4th World Chamber Congress in Durban. He spoke about "Training Solutions," which was a training program from the Waterford Chamber.
