Giovanni Buttarelli (born June 24, 1957 – died August 20, 2019) was an Italian public official. He held a very important job as the European Data Protection Supervisor (EDPS). This role involves protecting people's personal information and privacy in Europe.

He was chosen for this job on December 4, 2014, by the European Parliament and the Council. He was supposed to serve for five years. Before that, he was the Assistant EDPS from 2009 to 2014. He also worked as a judge in Italy's highest court, the Court of Cassation.

Before joining the EDPS, Mr. Buttarelli was the Secretary General of the Italian Data Protection Authority. This is a group that makes sure people's data is kept safe in Italy. He worked there from 1997 to 2009.

About Giovanni Buttarelli

Giovanni Buttarelli was born in 1957 in Frascati, a small town near Rome, Italy. He studied law at La Sapienza University in Rome and graduated with high honors in 1984. He also taught there, helping students with criminal law topics. In 2005, he became a professor at Lumsa University in Rome. He taught about protecting personal data and basic human rights in Italy and Europe. In 1989, he became a judge in Avezzano.

He was also part of a special group that looked at how people feel about security and privacy. This group was part of a European project. In 2011, he signed a special Italian plan for a "Digital Agenda." This plan aimed to improve digital services and access for everyone. He also wrote many articles and books about data protection.

His Career in Data Protection

Working for Italian Justice (1989–1997)

From 1989 to 1997, Giovanni Buttarelli worked as an advisor for the Italian Ministry of Justice. He helped different ministers and played a key role in writing new laws. Many of these laws were about criminal justice and, very importantly, data protection. He also joined several groups that worked on topics like immigration, fighting discrimination, and computer crime laws. He helped make sure public offices used digital systems safely.

He was the main person who wrote Italy's privacy law, Law n. 675/96. This law set rules for how personal information should be handled.

Helping the Council of Europe (1990–2019)

Starting in 1990, Mr. Buttarelli became a member of many important groups at the Council of Europe. This organization works to protect human rights and democracy across Europe. He was part of groups that discussed how to protect data when it's processed automatically. He also helped create rules for accessing public information.

As an expert for the Council of Europe, he wrote reports and guidelines on important topics. For example, he helped create rules for video surveillance in 2003. He also worked on guidelines for protecting personal data used by employers from 2011 to 2013.

He also helped with European Union laws. He was part of groups that worked on the main EU data protection directive (Directive 95/46/EC). This directive set the standards for data protection across Europe. He also helped with a directive about privacy in phone and internet services.

Leading Data Protection in Italy and Europe (1997–2019)

From 1997 to 2009, Mr. Buttarelli was the Secretary General of the Italian Data Protection Authority. This is the main body in Italy that makes sure personal data is protected. He also led a group that oversaw data sharing under the Schengen Agreement. This agreement allows people to travel freely between many European countries.

In 2014, he took on the role of European Data Protection Supervisor (EDPS). He had been the Assistant Supervisor from 2009 to 2014. The EDPS is an independent body that makes sure all European Union institutions and bodies follow data protection rules. They also advise on new laws about data privacy.

Working with the OSCE (2010–2017)

The Italian Minister of Foreign Affairs chose Mr. Buttarelli to be part of a special list for the Organization for Security and Co-operation in Europe (OSCE). This list included experts who could help solve problems related to human rights. He was available to help the OSCE's human rights office with specific issues.

His Passing

Giovanni Buttarelli passed away on August 20, 2019, at the age of 62. After his death, a very important paper he wrote was published in November 2019. It was called "Privacy 2030: A New Vision for Europe." This paper shared his ideas for how privacy should be protected in the future.
