The Croatian State Government (Hrvatska državna vlada) was the main ruling group of the Independent State of Croatia. This government was in charge from April 16, 1941, until May 8, 1945.
On April 11, 1941, after the Independent State of Croatia was announced, Slavko Kvaternik created an order. This order said that all state matters would be handled by a special department. The next day, he set up a temporary government. It was called the Croatian State Leadership. Kvaternik chose its members. He did this until Ante Pavelić could form the official government. The leader of this temporary group was Mile Budak. Other members included Mirko Puk, Andrija Artuković, and Mladen Lorković.
Ante Pavelić arrived in Zagreb on April 15, 1941. He officially started the government the very next day. He did this by signing a special document. This document was called the Provision for the Appointment of the Croatian State Government. By signing it, Pavelić officially named the state and his role as Poglavnik.
According to this document, the State Government was the highest body in the country. It was in charge of running all state affairs. The government had to answer to the Poglavnik. He was the one who chose the government members. He also led the government meetings. Different ministries or the Government's Presidency handled daily state business.
Government After the War
After the war ended, Ante Pavelić formed a new group. It was called the Croatian State Committee. Lovro Sušić, Mate Frković, and Božidar Kavran were its main leaders. In 1951, Pavelić put together a new Croatian State Government. This was because some earlier members had been arrested. This new government acted as a "government in exile." This means they were a government that had to leave their country. Džafer-beg Kulenović was named the Minister-President of this new group.
Government in Exile
The government in exile was announced by Ante Pavelić on April 10, 1951. This government continued to exist until Pavelić passed away on December 28, 1959.
