In 1987, the Humboldt Arts Council became a partner for the California Arts Council. It also became the local representative for the California State Summer School for the Arts Program.

In 1996, the City of Eureka offered the Humboldt Arts Council a special building. This was the historic 1904 Carnegie Library building. It was going to be torn down. The old Carnegie Library had been a symbol of community pride for over 100 years. The council started a campaign to raise money. They collected $1.5 million from the community, foundations, and companies.

In 1999, the council began fixing up the old Carnegie building. They turned it into a regional art museum and art center. On January 1, 2000, the Humboldt Arts Council and the community celebrated. They opened the Morris Graves Museum of Art (MGMA). They called it a "Century of Service" to the community.

The Morris Graves Museum of Art is named after Morris Graves. He was a famous painter. He also helped start the Northwest School of Art. Before he passed away in 2001, he gave a lot of his own art to the museum. He also allowed the museum to use his name. This helped create the museum.

The museum is located in the old Eureka Carnegie Library building. This library was the first Carnegie Library finished in California in 1904. The museum is part of the North American Reciprocal Museums program. This means members can visit other museums for free or at a discount.
