The Queen Anne building was constructed in 1883 for Otis Bigelow. It's a contributing property to the Dupont Circle Historic District and valued at $2,765,960. Notable past owners of the building include Daniel Manning, George G. Symes, the government of France (office of the French embassy's military attaché), Gregory Wilenkin (financial agent for the Russian embassy), March for Life Education & Defense Fund (organizes the annual March for Life), Brazilian Aeronautical Commission, Southern Education Foundation, Everett Lake Crawford (author), and the Potomac Institute for Policy Studies (during Harold C. Fleming's presidency). Also of note, Philip S. Hochborn (Elinor Wylies second husband), killed himself inside the building after Elinor left him for another man (Horace Wylie).
