However, the Internet Archive shows that the source site stated in February 2004 and also in June 2004 that visitors were "free to copy/download" the photos, and furthermore "All we ask is that you credit the South Florida Water Management District as the source for images you use on your site or in a publication." I uploaded the image in April 2004, which is in this timespan. Hence keep but but re-tag as . It appears that even in June 2007, they were still offering this image (#0798) on their list of hi-res images. The internet archive has it here.
