Description: Tarboro, NC, 09/16/1999 -- Hurricane Floyd, After rescuing documents from the flooded Edgecombe County administration building in Tarboro, Army National Guard Spcs. Rudell Thomas of Concorde, NC, and Michael Mallimo of Faith, NC, drive the documents through flooded St. Patrick Street. Both Mallimo and Thomas are cooks and truck drivers with the 1454th Transportation Company based in Concord, NC. Hurricane Floyd caused inches of rain to fall in the area, swelling rivers and streams, driving thousands of people from their homes. People are being aided by troops with the Army and Air National Guard, along with other local, state and federal agencies.
