Text Appearing Before Image: The charter and ordinances by which the village isgoverned were printed at Sing Sing in the year 1S7J.The pamphlet is an octavo of fifty-eight pages (twen-ty-two pages of charter and thirty-six of ordinances).There are some very grave defects in these docu-ments. The most important relates to the publichealth. By the present charter the trustees have nopower to order or enforce the construction of a sewerin any part of the corporation, unless the same isrequested by a petition of one half of the propertyholders along the line of the proposed improvement.Hence any unwillingness on the part of the tax-pay-ers of a street or avenue may interfere with or com-pletely block any attempt to make an improvementhowever necessary the same should be to the publicwelfare in the way of salubrity. The establishment of an efficient Hoard of Healthis also rendered impossible by the present weak andmiserable charier.
