Joan Carter Conway (born April 5, 1951) is an American politician. She represented District 43 in the Maryland State Senate. She made history as the first African American woman to lead a main committee in the Maryland Senate.

Joan Carter Conway was born in Baltimore, Maryland, on April 5, 1951. Her parents were Floyd O. and Pauline N. Carter. She studied at the Community College of Baltimore. There, she earned a degree in human services in 1987. Later, she went to the University of Baltimore. She earned a degree in sociology in 1988.

Her Career Before the Senate

Before becoming a senator, Joan Conway was a tax consultant. She co-owned a company called CIG Professional Tax Services, Inc. She also served on the Baltimore City Council. This experience helped her prepare for a bigger role in state government.

How She Joined the Senate

In 1997, Joan Conway was appointed to the Maryland Senate. This happened when Senator John A. Pica Jr. decided to retire. She moved from the Baltimore City Council to the State Senate. After her appointment, she won three elections easily. In 2007, she led a successful team of politicians. Her team included delegates and state committee members.
