Early Life and Learning
Joseph Charles, Jr. studied at Rutgers University. He earned a Bachelor of Arts (B.A.) degree in Chemistry. Later, he went to Rutgers School of Law–Newark. There, he earned his Juris Doctor (J.D.) degree. This degree is needed to become a lawyer.

Serving in the Legislature
From 1982 to 2002, Mr. Charles was a member of the New Jersey General Assembly. This is the lower house of the state's law-making body. He helped create laws for New Jersey.
He also served in the New Jersey Senate from 2002 to 2003. This is the upper house of the state legislature. He represented the 31st Legislative District.
