Guernsey is an island that runs its government using a system of committees. This means that instead of one main leader, many groups work together. The main government body is called the States of Deliberation. It acts like both a parliament and a management team.

The States of Deliberation gives some of its daily tasks to special committees. These committees focus on different areas, like health or education. They are known as States Departments. Each department is managed by five political members. All these members have equal power when they vote.

Even though Guernsey decided not to have a single "ministerial" system in 2002, the people in charge of each department were called "ministers." They were really like the presidents or chairmen of their committees.

What Was the Policy Council?

The Policy Council was a special group in Guernsey's government. It was made up of the "ministers" or presidents from ten different departments. The most important person in this group was the Chief Minister. This person led the Policy Council and spoke for Guernsey to other countries.

What Did It Do?

The main jobs of the Policy Council were:

  • To make sure all the different government policies worked well together.
  • To handle Guernsey's relationships with other countries.

How Were Members Chosen?

The Chief Minister and all the department heads were chosen by all the members of the States of Deliberation. There was also a Deputy Chief Minister. This person was one of the department heads and was also elected by all the members of the States of Deliberation.

When Did It Change?

On May 1, 2016, the Policy Council of Guernsey stopped existing. A new committee was created to take its place. This new group is called the Policy and Resources Committee.
