Sir Richard Lucy was the son of Thomas Lucy and Constance Kingsmill. His family lived at a place called Charlecote Park. His grandfather was Sir Thomas Lucy, who was also a politician.
Sir Richard Lucy was given the title of "knight" in 1617. A year later, in 1618, he became a "baronet" of Broxbourn. A baronet is a special title that can be passed down in a family. Sir Richard had two brothers who were also important. His brother Thomas was also a politician, and his brother William became a bishop.
Sir Richard Lucy married twice. His first wife was Elizabeth West. They had a son named Kingsmill, who later took over his father's baronet title. After Elizabeth passed away, Sir Richard married Rebecca Chapman. After Sir Richard died, Rebecca married again to Sir Rowland Lytton.

In 1647, Sir Richard Lucy was chosen to be a Member of Parliament for a place called Old Sarum. He stayed in this role until 1653.
Later, in 1654, he was elected as a Member of Parliament again, this time for Hertfordshire. He was re-elected for Hertfordshire in 1656, continuing his work in the English Parliament.
