María Teófila Martínez Saiz, born in 1948, is a Spanish politician. She was the mayor of Cádiz, a city in Andalusia, Spain, for twenty years, from 1995 to 2015.
Martínez is a member of the People's Party, which is a big political group in Spain. She has also been a member of the Congress of Deputies, which is like the Spanish Parliament, since the 1980s.

Teófila Martínez's Political Journey
Teófila Martínez first trained as an architect. Her political career began in December 1982. She was chosen as a leader for the Popular Alliance party in Cádiz.
Serving the People
From 1983 to 1987, she worked as a councilor in El Puerto de Santa María. In 1995, she became the mayor of Cádiz. She was very popular, winning elections in 2003, 2007, and 2011 with a lot of votes. She won five times in a row, showing strong support from the people of Cádiz.
Working in Parliament
Besides being mayor, Teófila Martínez was also a Member of the Congress of Deputies from 1989. This is where laws are made for all of Spain. She took a break from the Congress between 2000 and 2008.
