María Teófila Martínez Saiz (born in 1948) is a Spanish politician. She was the mayor of Cádiz, a city in Andalusia, from 1995 to 2015.
Martínez is a member of the People's Party. She has also been a member of the Congress of Deputies of Spain since the 1980s. The Congress of Deputies is like the main parliament where laws are made.

Teófila Martínez's Political Journey
Teófila Martínez is an architect by training. Her political career began in December 1982. She was chosen as a leader for the Popular Alliance in Cadiz. This was an important political group.
Early Roles and Mayoral Success
From 1983 to 1987, she served as a councilor in El Puerto de Santa María. A councilor helps manage a city or town. She became the mayor of Cadiz in 1995. She was a very popular mayor. In the 2003 and 2007 elections, she received about 60% of the votes. This made her the most voted mayor in Spain's provincial capitals.
