The idea was first written about by William Forster Lloyd in 1833. He talked about farmers who grazed their cows on a shared piece of land. This land was called a "common."

Each farmer wanted more milk and meat, so they added more cows. One extra cow helped that farmer a lot. But if every farmer added more cows, the land would get overgrazed. This meant there wasn't enough grass for any cows, and the land was damaged. Everyone lost out in the end.
