Vincenzo Scotti was born in Naples, a large city in Italy. He studied economics at the Università di Roma La Sapienza in Rome. He finished his studies and graduated in 1955.
Beginning a Political Career
In his early career, Mr. Scotti worked for a research center. This center was part of a workers' union called CISL. In 1968, he was chosen to be a Deputy for the Christian Democracy party. A Deputy is like a representative in the Italian Parliament, which is where laws are made for the country.
Important Government Roles
Vincenzo Scotti held many important jobs in the Italian government. He was a Minister for different areas, such as:
- Cultural Assets and Activities (1981–1982)
- Labor
- Coordination of European Community Policies
- Art and Cultural Heritage
- The Environment
- Civil Protections
He also led the Christian Democrats' group in the House of Deputies. This was the largest group in the Italian parliament at the time. In 1984, he was elected to be the Mayor of Naples, his hometown.
Fighting Organized Crime
From 1990 to 1992, Mr. Scotti was the Minister of the Interior. In this role, he helped create new laws. These laws allowed police and judges to take action against organized crime groups. He worked with Judge Giovanni Falcone and US attorney Rudy Giuliani. Together, they started the DIA (Direzione Investigativa Antimafia). This was a special police force created to fight organized crime.
Working with Other Countries
As the Minister of Foreign Affairs in 1992, Vincenzo Scotti represented Italy on the world stage. He went to the G7 Summit in Munich. The G7 is a meeting where leaders from the world's biggest economies discuss important global issues. He also represented Italy's Prime Minister at meetings of the CSCE.
During a time when weapons were stopped from going into Yugoslavia, Mr. Scotti had another important role. As president of the Western European Union (UEO), he helped organize patrols. These patrols were done by Italian armed forces in international waters. This helped to make sure the rules were followed.
Teaching and Other Activities
Besides his political work, Vincenzo Scotti also taught at a university. From 1969 to 1995, he was a professor at LUISS, a private university in Rome, Italy. He taught about how economies develop. Today, he is the President of Link Campus University, another private university in Italy.
He also helped start the Fondazione Valenzi. This organization works on cultural and social projects. It was created to honor Maurizio Valenzi, a former mayor of Naples.
