Albert Henry 'Chelly' Halsey (born April 13, 1923 – died October 14, 2014) was an important British sociologist. A sociologist is someone who studies how societies work, including how people live together, form groups, and create rules.

Halsey was a professor at the Department of Social Policy and Intervention, University of Oxford. He also worked at Nuffield College, Oxford. He spent his career studying society and trying to solve social problems. He called his work "political arithmetic," which meant using facts and numbers to understand society and help make things better.

Halsey was a key advisor on education for a politician named Anthony Crosland. He played an active role in changing education in the UK and other countries. He helped with important education reforms.

Halsey believed in something called "ethical socialism." This idea combines fairness and equality with strong moral values. He came from a working-class background, but one that valued respectability.
