Early Life and Education
Anne Frances Turner was born on 3 November 1955 in Sussex, England. She went to Haywards Heath Grammar School in West Sussex.
After school, she trained to be a nurse at St Bartholomew's Hospital in London. She also earned a special diploma in district nursing from London South Bank University.
Career as a Nurse
Anne Milton worked for the NHS for 25 years as a nurse. Her work included helping patients in their homes, doing research, and supporting nurses who cared for people with serious illnesses.
During the 1980s, she was a representative for nurses in the Royal College of Nursing. This meant she helped speak up for nurses' rights and concerns.
Starting in Politics
Before becoming an MP, Anne Milton was a local councillor for the Borough of Reigate and Banstead. She served as a councillor from 1999 to 2004. From 2000 to 2003, she was the leader of the Conservative group on the council. She was also a member of the South East England Regional Assembly.
In 1999, she applied to become a candidate for Parliament. She was considered for a few areas but was not chosen to run in the 2001 general election.
Becoming a Member of Parliament
In 2005, Anne Milton was chosen to run for Parliament in the Guildford area. The Conservatives had lost this seat in 2001, so it was a close contest.
She won the election in 2005 by a small number of votes, becoming the MP for Guildford.
Early Parliamentary Roles
After being elected, Anne Milton joined the Health Select Committee, which looks at health issues in the country. She served on this committee until December 2006.
From 2006 to 2010, she worked as a Shadow Minister. This meant she was part of the opposition party, looking at the government's plans for tourism and then for health. She spoke out against a partial ban on smoking in public places, saying it was "the worst possible solution."
Government Roles and Responsibilities
Anne Milton was re-elected as MP for Guildford in the 2010 general election. She increased her majority, meaning she won by more votes.
From 2010 to 2012, she served as a Parliamentary Under-Secretary at the Department of Health. In this role, she helped lead the government's response to a report about nursing and midwifery care.
In 2012, she became a Government Whip. Whips are important people in a political party who make sure MPs vote the way their party wants them to. Anne Milton said that to be a good whip, "You have to know the MPs very well." She also became Vice-Chamberlain of the Household and later Treasurer of the Household.
In 2013, she chose not to vote on the law to allow same-sex marriage. She said this was because her local voters had different opinions on the issue. In March 2015, she was given the title The Right Honourable.
Later Parliamentary Career
In the 2016 vote on whether the UK should stay in the European Union, Anne Milton voted to remain. She was re-elected as MP for Guildford in the 2017 general election.
After this election, she was appointed Minister of State for Skills and Apprenticeships and also Minister for Women. These roles involved helping people learn new skills and promoting equality.
In October 2018, she resigned from a group that looked at bullying in Parliament. She said she was concerned about how bullying and harassment were being handled.
In July 2019, Anne Milton resigned from her government role as Minister of State for Skills and Apprenticeships. She explained that she could not be part of a government that was open to the UK leaving the European Union without a deal. Later in 2019, she was removed from the Conservative Party and became an independent MP. She ran for re-election in the 2019 general election as an independent but lost her seat.
After Politics
After leaving Parliament, Anne Milton joined KPMG as an associate in 2021. In 2022, she became an advisor for a company called PLMR, which helps businesses talk to the government.
