Arthur Phillips (September 12, 1930 – March 29, 2013) was an important Canadian leader. He served as the 32nd mayor of Vancouver, British Columbia, from 1973 to 1977. Before becoming mayor, he started a successful investment company. Phillips also helped create a new political group called TEAM.

Early Life and Career
Arthur Phillips was born in Montreal, Quebec, in 1930. He studied at the University of British Columbia. He earned a degree in Commerce in 1953. During his time at university, he was also the president of his fraternity, Phi Delta Theta.
After university, Phillips started his own investment company. It was called Phillips, Hager & North. This company grew to be very successful.
Starting in Politics
In 1968, Art Phillips helped start a new political group in Vancouver. It was called TEAM. This group wanted to bring new ideas to city government. That same year, he was elected as an alderman. An alderman is like a city council member.
Mayor of Vancouver
Art Phillips became the mayor of Vancouver in 1973. He served in this role until 1977. As mayor, he changed how the city handled building projects. He wanted to make sure that new buildings did not harm the environment. He also focused on improving the quality of life for people in Vancouver. His approach was careful and thoughtful.
In Parliament
In 1979, Phillips was elected to the Parliament of Canada. He was a member of the Liberal Party. He served as a Member of Parliament for a short time. He tried to get re-elected the next year but was not successful.
After leaving Parliament, he went back to his investment company. His company, Phillips, Hager & North, became one of the biggest investment firms in western Canada. By 2007, it managed over $66 billion for its clients.
Family Life
Art Phillips was married to Carole Taylor. She was also involved in politics. Carole Taylor served as an alderman in Vancouver in the 1980s. Later, she became the head of the Canadian Broadcasting Corporation. In 2005, she was elected to the British Columbia Legislative Assembly. She then became the Minister of Finance for British Columbia.
