Vicente "Ben" Cabrera Pangelinan (born October 22, 1955 – died July 8, 2014) was an important politician and businessman from Guam. He was known for serving in the Guam Legislature for many years. From 2003 to 2005, he was the Speaker of the Legislature. This means he was the leader of the group of lawmakers. Ben Pangelinan was a member of the Democratic Party of Guam. He worked for the people of Guam from 1993 until he passed away in 2014. He also led a special committee that handled money matters, like taxes and banking.

Ben Pangelinan's Early Life

Ben Pangelinan was born on October 22, 1955, in Saipan. His parents were Francisco Sablan Pangelinan and Luisa Tenorio Cabrera Pangelinan. He went to San Vicente Catholic School in Barrigada. Later, he graduated from Father Duenas Memorial School in Mangilao in 1974.

After high school, Ben Pangelinan studied at the University of Guam. He then went to Georgetown University. There, he earned a degree in Government. This education helped him understand how governments work. After college, he worked at FHP Health Center, Guam. He was a Member Relation Officer there. Ben Pangelinan also owned his own business, Group Pacific Suppliers.

His Public Service Journey

Ben Pangelinan started his public life by running for office. He wanted to be Guam's representative in the U.S. House of Representatives. He ran as a Democrat. Even though he didn't win, he received many votes. This showed that people believed in him.

In 1992, Pangelinan ran for the Guam Legislature. He won this election. From 1993 until his death in 2014, he served as a Senator in Guam. He was a Senator in almost every Guam Legislature during that time. This means he helped make laws for the people of Guam for over 20 years.

Making a Difference: Laws and Achievements

Ben Pangelinan worked hard to create new laws. His very first bill became Public Law 22-14. A "bill" is a proposed law. This law allowed refunds for health insurance plans. It helped people get money back if their insurance policy said they could.

By July 2014, 240 of the bills he introduced became public laws. This means 240 of his ideas were approved and became official rules for Guam. This shows how dedicated he was to improving life for the people he represented.

His Passing

Ben Pangelinan passed away on July 8, 2014. He died at his home in Mangilao, Guam. His funeral was held at Saint Francis Church in Yona. He was buried at the Guam Memorial Park in Leyang, Barrigada.
