She later attended Syracuse University. There, she earned degrees in social work and policy studies. After college, she taught third grade in Baltimore. She was part of the Baltimore Teachers’ Union.

Later, Fluker Oakley went to law school at Emory University. After becoming a lawyer, she worked as a public defender. This means she helped people who could not afford a lawyer of their own. She worked in courts in Boston and Chelsea.
