César Ernesto Litardo Caicedo, born on January 8, 1979, is an economist and politician from Ecuador. He was the President of the National Assembly from May 14, 2019, to May 15, 2021.

About César Litardo
César Litardo started his career as a businessman and engineer. He worked in the Los Ríos Province of Ecuador. He also managed a foundation in Quevedo. This foundation helped improve public spaces, like the Quevedo boardwalk. Before that, he taught at the State Technical University of Quevedo.

César Litardo has been involved in politics for several years. He has held important roles in Ecuador's government.
Becoming an Assembly Member
In 2017, Litardo was chosen to be a member of the National Assembly. He represented the Los Ríos province. He was part of the PAIS Alliance political group. In the Assembly, he worked on the committee for food and farming. This committee focused on making sure there was enough food for everyone. It also helped develop the farming and fishing industries.
In November 2018, he helped pass a new law. This law was about growing and selling bananas for export.
Work on Special Commissions
After a public vote in February 2018, the National Assembly created a special group. This group was called the Popular Consultation Commission. Its job was to create two new laws. These laws came from the results of the public vote.
One law was about removing a tax on certain earnings. The other law changed how citizens could take part in government decisions. Litardo was the vice president of this special group. They managed to approve both new laws very quickly. This happened just one month after the public vote.
In April 2018, he also joined another special group. This group focused on keeping the country's borders safe.
Leading the National Assembly
On May 14, 2019, César Litardo was elected President of the National Assembly. He received 78 votes from other members. He served in this important role until May 15, 2021.
