César Ernesto Litardo Caicedo (born on January 8, 1979) is an Ecuadorian economist and politician. He served as the President of the National Assembly from May 14, 2019, to May 15, 2021.

Early Life and Work
César Litardo grew up in the Los Ríos Province of Ecuador. He worked as a businessman and an engineer. He also managed a foundation in Quevedo. This foundation helped improve public areas, like the Quevedo boardwalk. Before his political career, he was a teacher. He taught at the State Technical University of Quevedo.
Political Career
Becoming an Assembly Member
In 2017, Litardo was chosen to be a member of the National Assembly. This is like being a representative for his home province, Los Ríos. He was part of the PAIS Alliance political group. He worked on a special group called the Commission for Food Sovereignty. This group focused on farming and fishing. In November 2018, he helped pass a new law. This law was about growing and selling bananas for export.
Working on Key Laws
After a big public vote in February 2018, the National Assembly created a special team. This team's job was to make two new laws. These laws came from the results of the public vote. One law was about getting rid of a tax on profits from selling property. The other law was about changing the Council of Citizen Participation. César Litardo was the vice president of this special team. The team worked quickly and passed both laws in just one month. In April 2018, he also joined another team. This team focused on keeping the country's borders safe.
Leading the National Assembly
On May 14, 2019, César Litardo was chosen for a very important role. He became the President of the National Assembly. He won this position with 78 votes. He served as the leader of the Assembly until his term ended on May 15, 2021.
