Early Life of Caesar Perkins
Caesar Perkins was born in March 1839. At that time, many African Americans were forced to live as enslaved people. Caesar Perkins was born into this system. His parents were Joseph and Clarcy Mosely. He used the last name "Perkins" because it was the name of the person who enslaved his family. We do not know exactly how he became free from slavery.
Perkins also served his community as a Baptist minister.
Political Career and Achievements
Caesar Perkins began his political journey in 1869 when he was elected to the Virginia General Assembly. This was a big step for him and his community. He was elected again in 1887, continuing to represent Buckingham County. In his first election, he won against candidates from the Conservative Party.
Perkins was a dedicated member of the Republican Party. During his first time in office, he made important votes. He voted to approve the Fourteenth and Fifteenth Amendments to the United States Constitution. These amendments were very important because they helped make sure all people, regardless of race, had equal rights.
Serving at Republican Conventions
Caesar Perkins continued to be active in politics even after his time in the General Assembly. In 1898, he attended the state's Republican convention. At this meeting, Colonel R. T. Hubard was chosen to run for Congress. Perkins also attended the state's Republican convention two years later, in 1900, where Hubard was again nominated.
A Voice for His Community
In 1904, a newspaper mentioned that Caesar Perkins was the last African American to serve in the Virginia legislature for some time. This shows how important his role was in representing his community during a challenging period.
Later Life and Passing
Caesar Perkins passed away on September 22, 1910. He left behind a legacy as a dedicated public servant and a voice for equality in Virginia.
