Serving on the City Council
Before becoming a state representative, Carl Williams was part of the Saginaw City Council. He served on the council from November 1991 to April 2000. The City Council helps make decisions for the city.
While on the council, Williams was chosen to be the mayor pro tempore for two years. This role means he could act as mayor if the actual mayor was not available.
Williams had to leave the City Council before running for state representative. This was because Saginaw's rules did not allow council members to seek other elected jobs at the same time.
Becoming a State Representative
Carl Williams was first elected to the State Legislature in 2000. He was re-elected two more times, in 2002 and 2004. He served for a total of three terms.
In Michigan, there are rules called term limits. These rules mean a person can only serve a certain number of terms in a specific office. Because of these limits, Williams could not run for re-election in 2006.
Running for the State Senate
After his time in the House of Representatives, Williams decided to run for the Michigan Senate. This is another part of Michigan's state government. He ran for the 32nd District seat.
In the primary election on August 8, 2006, Williams won against two other candidates from the Democratic Party. A primary election helps a political party choose its best candidate.
However, in the main election on November 7, 2006, Williams lost to Roger Kahn, a candidate from the Republican Party. This election was very close, with Kahn winning by only 450 votes.
Work in the House of Representatives
As a state representative, Carl Williams worked on several important committees. One of his main roles was on the Appropriations Committee. This committee decides how the state's money will be spent.
He also served on subcommittees, which are smaller groups that focus on specific areas. He was a vice chairman for the General Government and State Police/Military and Veterans Affairs subcommittees. This meant he helped lead the discussions for the minority party on these topics. He also worked on committees for Natural Resources and Environmental Quality, and School Aid and Department of Education.
Before Public Office
Before he was elected to public office, Carl Williams worked at Delphi Steering Systems in Saginaw. He helped employees with various programs and was also a supervisor in manufacturing.
