Carlos Walker Martínez was born in a city called Vallenar in Chile on February 2, 1842. He studied law at the University of Chile. While he was still a student in September 1865, a war started with Spain, called the Chincha Islands War. Carlos decided to join the navy to help his country. He even took part in a naval battle called the Battle of Abtao on February 7, 1866.

In the same year, he started a literary magazine called La República Literaria. He was in charge of this magazine while he was in Chile. In 1867, he became a secretary for the Chilean government's office in Bolivia. He finished his law degree in 1868. After that, he traveled to many countries in Europe and the United States.

Political Career and Public Service

When Carlos Walker Martínez returned to Chile in 1870, he was chosen to be a member of the Chilean congress for the Vallenar area. He also became the secretary for the lower house of congress. He was known for being a very good speaker in parliament.

In 1873, he was sent to Bolivia again, this time as a special representative for Chile. In 1874, he became the main diplomat for Chile in Bolivia. During the War of the Pacific (1879-1883), he was the president of a group called the "Sociedad Protectora," which means "Protective Society." This group likely helped people during the war. From 1880 to 1882, he also worked as an editor for a newspaper called El Nuevo Ferrocarril.

Carlos Walker Martínez also helped his community during a difficult time. When a serious illness called cholera spread in 1886-1887, he helped start and lead the Red Cross society in Chile. This organization helped people who were sick.
