Sir Andrew Charles Howard (September 12, 1832 – June 11, 1909) was a very important police officer in London. He was the third Assistant Commissioner (Executive) for the London Metropolitan Police. He worked in this role from 1890 to 1902. He was the first police officer who had worked his way up through the ranks to become an Assistant Commissioner.

Early Life and Career
Andrew Charles Howard was born on September 12, 1832. His birthplace was Shaldon, a town in Devon, England. He started his career in the Merchant Navy. This means he worked on ships that carried goods around the world.
Later, he joined the British East India Company's army. He served with a group called Rattray's Sikhs. This was during a major uprising in India. After his army service, he became a police officer in Bengal, India. He was the chief of police in two cities, Monghyr and Patna. He held these positions from 1864 to 1867.
Joining the London Police
In 1867, Sir Andrew came back to England. On February 25, 1869, he joined the Metropolitan Police. He was one of the first four people to hold a new rank. This rank was called 'District Superintendent'.
This rank was later renamed to chief constable. This change happened on October 22, 1886. Sir Andrew was promoted to Assistant Commissioner on June 22, 1890. He retired from the police force on September 29, 1902.
Awards and Recognition
Sir Andrew received several important awards for his service. In 1894, he was given the title of Companion of the Order of the Bath (CB). This is a special honor given for great service.
He was also knighted in 1897. This means he was given the title "Sir". After he retired, he received an even higher honor. He was appointed Knight Commander of the Order of the Bath (KCB). This happened in 1902. King Edward VII personally gave him this award. The ceremony took place at Buckingham Palace.
Family Life
Sir Andrew Charles Howard married Emily Emma Montgomery in 1871. She passed away many years later, on February 26, 1929.
