In some CPUs, many instructions might be performed in a single clock cycle. For Example, An Intel Core i5 1st generation has a clock speed of 3.2 GHz and the latest Intel Core i5 10th generation has a clock speed of 1.6 GHz. Note: it is important to compare processors from the same brand and generation.
