De rebus bellicis means "On the Things of Wars." It is an old book written a long time ago, in the 4th or 5th century. We don't know who wrote it, so it's called an "anonymous" work.

The book was written to help the Roman Empire with its problems. It suggested ways to fix military issues and money troubles. It even included ideas for some very imaginative war machines!

A Time of Trouble for Rome

The book was written after the death of Emperor Constantine I in 337 AD. It was also written before the Western Roman Empire fell apart in 476 AD. This was a difficult time for the Roman Empire.

Barbarian Threats

The book talks about serious dangers from "barbarian" tribes. These tribes were attacking the empire. Some experts think the book might even refer to the Battle of Adrianople in 378 AD. This was a huge battle where the Romans suffered a big defeat.

Divided Empire

The book also uses the word "princeps" (meaning emperor) in its plural form. This might mean it was written after Emperor Theodosius I died in 395 AD. After his death, the Roman Empire was split into two parts. His sons, Honorius and Arcadius, ruled different parts. The book likely wanted to help both parts of the empire.
