Deborah "Debi" Rose (born August 21, 1951) is a politician from New York City. She served on the New York City Council from 2010 to 2021, representing the 49th district on Staten Island. City Council members help make laws and decisions for the city.
As a member of the Democratic Party, Rose made history. She was the first African American person from Staten Island to be elected to a major political office.
Her district covered many neighborhoods on the North Shore of Staten Island. These included St. George, Port Richmond, West Brighton, and Stapleton.

Early Life and Education
Debi Rose was born and raised on Staten Island. She grew up in the West New Brighton neighborhood. Her family has deep roots in the community. Her father's family were among the original settlers of Sandy Ground, one of the first free Black communities in the United States.
Her mother, Muriel Billups, was a community leader. She helped start the Staten Island group of the National Council of Negro Women. Rose's grandparents on her mother's side were also important community figures.
Rose attended Port Richmond High School. There, she was active in the NAACP youth group and was Vice President of her senior class. After high school, she went to Hofstra University and earned a degree.
Working for the Community
Before joining the City Council, Rose worked for many years to improve her community. She focused on getting better funding for schools and promoting health awareness.
In 1996, she was elected to the New York City Board of Education, which at the time helped run the city's schools. She also volunteered with groups like the Staten Island Mental Health Society and the American Cancer Society. To help women in her community stay healthy, she started the Staten Island Black Women's Health Initiative.
Serving on the New York City Council
In 2009, Debi Rose was elected to the New York City Council. She won the election by a large margin and was re-elected in 2013 and 2017. During her time on the council, she was the chairperson of the Committee on Civil Rights. This committee works to protect the rights of all people in New York City.
While she was running for office, there was a disagreement about her campaign's expenses. Some voters said her campaign did not pay enough for services it received from a political group. The issue was settled, and her campaign paid a small amount without admitting any mistake.
