Delores Goodwin Kelley (born May 1, 1936) is an American politician from Maryland. She is a member of the Democratic Party. Ms. Kelley served in the Maryland Senate, representing District 10 in Baltimore County.

About Delores Goodwin Kelley
Early Life and Education
Delores Goodwin Kelley was born in Norfolk, Virginia, on May 1, 1936. She loved learning and went to college. In 1956, she earned her first degree, a bachelor's degree, from Virginia State College.
She continued her education, earning three more advanced degrees. She received a Master of Arts (M.A.) in education from New York University. Later, she earned another M.A. in speech communication from Purdue University. Finally, she completed her studies with a Doctor of Philosophy (Ph.D.) in American studies from the University of Maryland, College Park. A Ph.D. is the highest degree you can get in many fields.
A Career in Education
Ms. Kelley has been an educator for her entire life. Since 1973, she taught at Coppin State University. She also spent time helping different groups. She volunteered with the Democratic Party and the National Endowment for the Humanities. She also worked with the Baltimore Urban League, an organization that helps people in cities. Ms. Kelley is a member of the Union Baptist Church in Baltimore.

Starting in the House of Delegates
Delores Kelley first became a lawmaker in 1991. She was elected to the Maryland House of Delegates. This is one part of Maryland's state government that makes laws. She served one term in the House of Delegates.
Moving to the State Senate
After her time in the House, Ms. Kelley ran for a seat in the Maryland Senate. The Senate is the other part of Maryland's lawmaking body. She won the election and began representing District 10 in Baltimore County. She served in the State Senate from January 11, 1995, until January 11, 2023.
Key Roles and Committees
In the Senate, Ms. Kelley had important jobs. She was the chair of the Executive Nominations Committee. This committee reviews people chosen for important state jobs. She was also a member of the Finance Committee. This committee deals with how the state spends its money.
Ms. Kelley was also part of the Maryland State Commission on Criminal Sentencing Policy. She was also a member of the Legislative Black Caucus of Maryland.
