Dmitry Filippov (born August 1, 1944, in Yurga, Kemerovo region, Soviet Union – died October 13, 1998, in St. Petersburg, Russia) was an important figure in both the Soviet Union and Russia. He was a statesman, which means he was involved in leading the country. He also worked as a politician, a public figure, and later as a businessman.
Dmitry Filippov held many key roles throughout his life. From 1974, he was a secretary of the Komsomol Central Committee, a big youth organization. He also worked with the Council of Ministers USSR, which was a top government group. He helped lead major projects like building the Baikal-Amur Railway and developing oil and gas in West Siberia. Early Life and Education
Dmitry Filippov was born in Yurga, a town in the Kemerovo Region of the Soviet Union. He grew up and later went to college in Leningrad, which is now called Saint-Petersburg.
In 1967, he finished his studies at the Leningrad Electrotechnical Institute. After graduating, he started his career at a company called "POSITRON." He worked there as a foreman, a technologist, and eventually became a section head.
Rising in Youth Leadership
Dmitry Filippov quickly became a leader in the Komsomol, a large youth organization in the Soviet Union. From 1973 to 1974, he served as a secretary for the Komsomol's regional committee in Leningrad. Soon after, he became the first secretary of that committee, showing his strong leadership skills.
From 1974 to 1983, he took on even bigger roles. He became a secretary of the Komsomol Central Committee, which was the main leadership body for the entire organization. During this time, he was also a member of the Council of Ministers USSR. This meant he was part of a very important government group.
He played a key role in major national projects. He was the chief of staff for building the Baikal-Amur Railway, a huge railroad project across Siberia. He also led efforts to develop the oil and gas industry in West Siberia. From 1975 to 1983, he was the Vice-President of the Soviet-Hungarian friendship society. Starting in 1978, he also joined the Presidium of the AUCCTU, a group representing workers' unions.
Leading in Leningrad
After his time in youth leadership, Dmitry Filippov took on important roles within the Communist Party in Leningrad. From 1983 to 1985, he was the first secretary of the Smolninsky District Committee of the Communist Party in Leningrad. This was a significant local leadership position.
From 1985 to 1986, he led the department for light and food industries within the Leningrad Regional Committee of the Communist Party. Then, from 1986 to 1990, he became the secretary who oversaw industry for both Leningrad city and its surrounding region. During these years, from 1984 to 1990, he was also a member of the City Council of People's Deputies of Leningrad. This meant he helped make decisions for the city.
Working for the Government
After the Soviet Union changed, Dmitry Filippov continued to serve in government. From 1990 to 1993, he was the head of the Russian State Tax Inspection in Saint-Petersburg. This department was responsible for managing taxes in the city. During this same period, he was also a member of the City Council of People's Deputies of Saint-Petersburg.
On October 12, 1992, Dmitry Filippov ordered the creation of a special department within the Tax Inspection. This new department was designed to prevent and find violations of tax laws. It also worked to keep the inspection and its employees safe. This date is considered the official start of the Saint-Petersburg Tax Police.
Later Career and Legacy
From 1993 onwards, Dmitry Filippov became a leader in the business world. He headed several large financial and industrial groups and public organizations in Saint-Petersburg and across Russia. For example, he was the President of the Petersburg Fuel Company (PTC). He also chaired the Board of Directors for the Bank "MENATEP SPb" and "Rosco Financial Group." He was a member of the Board of Directors for Kirov Plant and the Tobolsk Petrochemical Plant. He also chaired the Bankers and Industrialists Council of Saint-Petersburg.
Dmitry Filippov passed away on October 13, 1998, in a hospital in St. Petersburg. He was a significant figure in Russian public life and business.
