Frances Margaret Milne was born in the north of Ireland on June 30, 1846. When she was three years old, in 1849, her family moved to the United States. They first settled in Pennsylvania. Later, in 1869, her family moved again, this time to California.
Frances was mostly taught at home. She also went to a public school from age 13 to 16. She learned a lot and read many different kinds of books.

Frances Margaret Milne got married in California. She started writing stories and poems when she was young. Her writing quickly became popular. She published her poems in newspapers like the San Francisco Star. Her work also appeared in many other important journals on the Pacific Coast.
For several years, Frances lived in San Luis Obispo, California. There, she worked as the librarian for the San Luis Obispo Free Public Library. In 1883, she became interested in a movement called the single-tax movement. This idea was about how land should be taxed. She wrote many songs to support this movement.
Frances studied important topics about money and government. She used her writing and her voice to help people understand how society and individuals relate to each other. She wrote a book for young people in 1872. She also wrote many poems, essays, and short stories using her pen name, "Margaret Frances." When she wrote about social changes, she always used her full name.
She died in California in April 1910.
