Early Life and Education

Quiñones was born in 1830 in San Germán, Puerto Rico. His full name was Francisco Mariano Quiñones Quiñones. His family was wealthy and owned a lot of land. From a young age, he loved to read and write. He also enjoyed journalism.

He went to private schools in Europe. After high school, he studied at universities. He attended schools in Bremen, Germany, France, and New York City. In 1848, Quiñones returned to Puerto Rico. He then started working for his family's business.

Fighting to End Slavery

In 1865, the Spanish government asked Puerto Rico for ideas for new laws. Quiñones was chosen to represent his hometown, San Germán. Two years later, in 1867, he went to Spain. He represented Puerto Rico at an important meeting.

At this meeting, he joined Segundo Ruiz Belvis and José Julián Acosta. Together, they demanded that slavery be ended in Puerto Rico. They also spoke out against the unfair actions of the governor, General Romualdo Palacio González.

A Career in Politics

When Quiñones came back to Puerto Rico, he joined the Liberal Reformist Party. In 1871, he was elected to represent Puerto Rico in the Spanish Courts. In Spain, he kept fighting to end slavery.

On February 10, 1898, Spain gave Puerto Rico the right to govern itself. This was a big step towards independence. General Macías chose Quiñones to be the President of Puerto Rico's first Cabinet. This was a very important role.

After the Spanish–American War in 1898, Puerto Rico became a territory of the United States. Quiñones then joined the Puerto Rican Republican Party. This party was founded by José Celso Barbosa.
