During the early 2000s, many people from minority groups had to move out of their homes in Portland, Oregon. This happened very quickly. In 2000, ten areas in north and northeast Portland had mostly non-white residents. But by 2010, none of these areas were mostly non-white anymore. This change happened because of something called gentrification.

What is Gentrification?

Gentrification happens when an older, often lower-income neighborhood starts to change. New, wealthier people move in, and new businesses open. This can make the area nicer in some ways, but it also makes things more expensive. The "cost of living" goes up, meaning rent and house prices become much higher. Because of this, many people who used to live there, especially those with lower incomes or from minority groups, can no longer afford to stay. They are then forced to move to other parts of the city or even out of the city.

Portland's Changing Neighborhoods

In the early 2000s, Portland saw a big shift. Areas that were once home to many different groups of people became much more expensive. This meant that many families, especially Black families, had to leave their long-time neighborhoods. Today, a large part of Portland's Black community lives in the north and northeast parts of the city. The King neighborhood is one example of where many Black residents now live.

How Fast is Portland Changing?

In 2017, a website called Realtor.com looked at cities across the United States. They found that Portland was the fourth fastest gentrifying city. This means that the changes and rising costs were happening there quicker than in almost any other city.

The Urban Growth Boundary and Housing Costs

Some experts believe that Portland's "urban growth boundary" also played a part in rising housing prices. An urban growth boundary is like an invisible line around a city. It's put in place to stop cities from spreading out too much into natural areas or farmland. This helps protect green spaces. However, it also means there's less land available inside the boundary for new homes. When there's less land for building, the homes that do exist can become more expensive. This idea is sometimes called "urban containment."
