He became a Member of Parliament (MP). This means he was elected to help make laws for Britain. He represented Southampton from 1794 to 1813. Later, he represented Christchurch from 1818 to 1832 and again from 1837 to 1844.

In 1807 and 1808, he was sent to the United States. This mission happened after a naval incident called the Chesapeake-Leopard Affair. Unfortunately, his mission to the U.S. did not succeed.
